Franco Kelly was an Italian model that Kate Roberts hired to work at Titan with. Kate soon paired him up with Hope Brady, who was Titan's newest model. Together, Franco and Hope became the official models for Countess Willamina Cosmetics.

Franco and Hope went to Santa Rosa for a modeling job. Franco managed to sabotage the pluming in his room, so he was forced to share "The Room of Eternal Love" with Hope. Bo came to Santa Rosa to surprise Hope, but instead he found Franco and Hope in bed together. Later he learned that it was all very innocent. However, Bo found a wrench in Franco's room and suspects it was more than innocent. Jill continues to be beat up and the man she described to Bo fits Franco's description, but Jill claimed the man who was attacking her has very blue eyes.

Billie returned home in the fall of 1996 and moved into the Kirkiais Mansion. Billie began to date Franco, which upset Bo. Bo insisted Franco is dangerous, but Hope accused him of being jealous. WHen the four go out on a double date to Smith Island, a friend of Franco's was found dead by Billie. Bo was possitive that Franco was guilty. Franco attempted to frame the dead man for beating Jill by putting blue contacts in the body while it is at the morge, but Bo learned the man was in prison when Jill was beaten the first few times. Hope becomes fed up with Bo's obcession with Franco and claimed he was using it to avoid his feelings for Billie. Hope told Bo that she couldn't marry him if he still had feelings for Billie.

Bo and Hope were supposed to marry in November of 96, but other people had other plans for them. Billie, depressed about the wedding, went to Smith Island. Jill Stevens came to see Bo and she had been badly beaten again. She told Bo that the man who beat her was heading out to Smith Island. Bo knew Billie was out there, so he went to the island on the night before his wedding to Hope. Franco was out there waiting and managed to let Bo's boat loose. Franco took the last ferry back to the mainland and left Bo and Billie stranded on the island. Bo attempted to swim to the mainland, but he ended up passing out in the cold water. Billie rescued him and brought him back to the cabin. Billie stripped Bo of his clothes and used her own body heat to warm him. The next morning, Hope asked Franco to take her out to Smith Island and found Bo and Billie asleep in front of a fire. Hope returned to Salem and told everyone that the wedding was off. Bo blamed Franco, but Hope refused to believe him.

Jill was beaten up once again and this time she fingered Franco. Bo arrested Franco and brought him in, but Jill had vanished. Without a witness, Bo had no way of holding Franco. Later, Jill was brought into the ER as a Jane Doe. She had been beaten badly and was unconcious. Billie saw Jill and took pitty and visited her often. Eventually, Billie learned that the Jane Doe is the woman Bo was looking for. Billie considered not telling Bo about her, but in the end she told him. After she recovererd, Jill toldBo she's ready to ID her attacker. Bo brought Franco in, but Jill claimed her attacker wasn't in the lineup. Later, Franco visited Jill and paid her a huge some of money to leave town.

Hope and Franco went back to Santa Rosa to work on another modeling assignment. In Santa Rosa, Franco told Hope that he loved her and would wait till she was free to love him. Hope returned to Salem after she learned that Bo had gambled away the FancyFace. Hope and Shawn D. moved in with Alice shortly after. Later, the FancyFace was burned to nothing in a fire, preventing Bo from trying to buy the boat back. At the Horton House, Hope found a joint in Shawn D's backpack and vowed to rid the streets and schools of drugs. Hope pressured Franco into trying to help her and they checked out a place the could score some drugs at, J.L. King's club, the Snake Pit.

Hope and Franco were sent to Rome on another modeling shoot. Both Hope and Franco were not aware that Bo and Billie were in Rome as well. J.L. King and Max came to Rome and decided to surprise Bo and Billie by arranging a wedding for them. Upon learning that Hope was also in Rome, J.L. King arranged for Hope and Franco to act as Bo and Billie's witnesses. Bo and Billie were married.

In the summer of 1997, Franco Kelly just happened to be in Rome on a break when Sami, who had disguised herself as a nun, ran into him. Sami knew that Kate hired him to break up Bo and Hope, so she blackmailed him into helping her cause problems for Austin and Carrie. In Rome, Mike began to date Debra in hopes of forgetting about Carrie. When Debra and Mike were on the verge of making love, Sami had a traveling musician, who was below Mike and Debra's window, play a song that brought back memories of dancing with Carrie for Mike. Mike told Debra that he couldn't make love to her and she understood. Later, Franco pointed out to Debra that Mike was in love with Carrie. Debra confronted Mike about this and he admitted he was in love with Carrie. Debra realized that they could never have a relationship and they stopped seeing one another. Carrie asked Debra why she and Mike decided not to see one another and Debra told her that Mike was already in love with someone else from Salem. Carrie wondered if Mike was in love with her and confronted Mike. Mike told Carrie that he was in love with another woman in Salem, but she was married.

Later that year, Sami used her blackmail to get Kate to give her a job at Titan. At Titan, Franco overheard Sami confess to her father that she has never known what it is like to be truly loved by a man. Franco realized what he had to do to keep Sami from using the blackmail about Kate and himself.

A New Years eve party was thrown at the Penthouse Grill and Sami is almost mugged in an alley, but is saved by Franco. Later, Franco payed the man who mugged Sami for a job well done. Sami and Franco went to the Salem Club and when Austin showed up, they began to kiss. Sami and Franco planned to make Austin jealous. However, Sami began to find it hard to focus on Austin, which is what Franco had in mind. Franco convinced Sami that if he wanted Austin to notice her then she should become more sophisticated and mature. Sami, with Franco's help, planned to launch a "New Faces" campaign, which would feature new models and make them into stars. Kate refused to finance her campaign, so Sami decided to do a test shoot to prove it was a good idea.

Franco realized that Austin had been spending a lot of time at the punching bag at the gym and Sami told Franco that Austin used to be a boxer, but quit because Carrie hated it. Franco told Sami that this was the perfect way to cause trouble for Austin and Carrie. Franco and Sami arranged for Austin's old boxing coach to come pay him some visits and try to lure him back to the old gym.

The photo shoot was a huge success, but Kate still wanted nothing to do with Sami's idea. However, Vivian began to aspire to take over Titan and thought she could use Sami to do it. Vivian planned to start a company to rival Titan and offered to help Sami kick off her "New Faces" campaign. Vivian decided to go to Kate with the photos of Nicole and brag about what a success she was going to be. Kate decided to beat Vivian to the punch by signing Nicole to Bella, but then she saw Vivian and Sami together. Kate realized that Sami had gone behind her back and started her "New Faces" campaign. Kate, who hated the thought of Sami and Vivian working together, reluctantly approved Sami's project and hire Eric and Nicole. Franco was hurt that Sami turned to Vivian for help and he told her it was over for them because Sami couldn't trust him. Sami had realized she had fallen in love with Franco and eventually convinced him that she was sorry. Sami still wanted to cause trouble for Carrie and Austin, but she insisted it was only to get back at her sister for hurting her. Sami assured Franco that she was over him.

Franco learned from Roberto, the man who he purchased a fake green card from, that the INS busted him. Soon after, Franco received deportation papers. Franco realized the only way he could stay in America was if he married Sami Brady. Back in Italy, a family had put out a contract on Franco.

Franco courted Sami and eventually the two make love at the Salem Inn. Afterwards, Franco gave Sami an anklet with the saying "Without Trust There Is Nothing" inscribed in Italian. To cause trouble for Sami, Lucas locked Franco and Sami in a closet at Titan, in which they were making love. Sami and Franco ended up having to climb through the airducts to escape and ended up falling in on an important meeting Kate was having with two clients. Lucas thought it was amusing, Kate did not. Sami came home one night and found Lucas passed out of the floor and Will was missing. Desperate, Sami called Austin. They managed to find Will out in his playhouse. However, Lucas insisted he wasn't drunk, he just fell asleep. To pay Sami back, Lucas sent Roman up to her room while she was in there making love to Franco. Roman was steamed, but Sami managed to convince him that she and Franco were in love. However, Lucas continued to put doubts in her head. Sami went to Vivian for advice and Vivian told Sami to hire someone to pick up Franco and test his faithfulness.

Sami hired a model to pick Franco up at a club and it worked. Sami watched as Franco took her home. Up in his room, the model began hitting on Franco. Sami ended up falling off Franco's balcony and was convinced she couldn't trust Franco. However, Franco knew it was a set up and eventually rejected the model and told her that he loved Sami. Franco knew Sami was watching, but he didn't know she had left before his moving speech about her. Sami got revenge on Franco by knocking him out, undressing him down to his underwear, and locking him out on the scaffolding. The idea was actually Vivian's. She was hoping to shock Kate and an influential man from Wall Street by having them find Franco out there. However, Sami learned from the model that nothing happened the previous night and Sami rushed to free Franco. Lucas found out what Sami was doing and locked bother her and Franco outside. Eventually Kate found them and demanded Lucas to let them back in. Sami begged for Franco's forgiveness and he told her if he truly loved her than she should marry him. Franco proposed and Sami accepted.

Franco wanted to get married right away, but Sami wanted a huge wedding. Franco's INS hearing date came around and he managed to get a fake marriage license, thanks to his lawyer. The judge said that the courts would be investigating him and his fiancee and this better not be a marriage of convenience.

Sami planned a birthday party for Franco, but during the course of the night she was shot by an assassin, who was ordered to kill Franco. Both Sami and Franco thought that Kate or Lucas was behind the shooting. Franco was not aware that his good friend Roberto told the assassin where Franco was.

Later, Franco began cheating on Sami with a stripper named Candy Lace.
